Yucaipa authorities have declared the cancellation of the October 2025 Five Winds Country Music Festival.
In a social media update, authorities mentioned that the cancellation was necessary to safeguard the city’s finances. The municipality stated that the festival incurred losses annually. However, they didn’t offer further details in their posting.
We understand that fans will be let down, and this was not a straightforward choice," the city stated in an Instagram post on Thursday, April 3. "However, we remain dedicated to maintaining our budget and safeguarding public safety.
This move comes after other steps taken to strengthen the city’s finances, such as implementing Measure S—a sales tax hike that was endorsed by voters last November 2024.
In September 2024, officials cautioned that the city might encounter financial ruin by 2028 unless swift measures were taken, which led to the proposal of the sales tax initiative. For this measure to succeed, it needed support from more than half of the voters, plus at least one extra vote. Ultimately, it was approved with approximately 60% of the votes cast in its favor.
According to city officials, under Measure S, all revenue produced by the tax hike remains in Yucaipa, inaccessible to the state or other bodies. This initiative tacks an additional penny onto the sales tax, so the city receives 2 pennies for each dollar spent on taxable goods.
The city projected that Measure S would bring in almost $6 million annually through sales taxes; however, authorities mentioned that various budget reductions would also occur. These include halting promotions of new hires, scrapping upcoming initiatives, prioritizing reimbursement from citizens using communal and developmental facilities, as well as revising agreements with contractors.
Canceling the yearly country music festival is yet another measure aimed at bolstering Yucaipa’s finances, as stated by the city.
People who bought tickets for the event will get notifications containing details about refunds, as stated by the city.
The Yucaipa Music & Arts Festival remains scheduled for May 2-3 at the Yucaipa Performing Arts Center located at 12062 California Street. This event promises live performances, a designated space for children, a beer garden, various showcases, food stalls, roller-skating activities, and retail booths.

In recent weeks, Yucaipa has undergone several significant transformations. The City Council suspended former City Manager Chris Mann from his duties with pay in early March. On March 31, Mann stepped down from his role, receiving a severance package of $279,000. The municipality plans to select an interim city manager at 6 p.m. on April 14 in the City Hall Council Chambers located at 34272 Yucaipa Boulevard.
